Incorporation Corporate e-ID Transition in Vietnam (2025 Update)

Starting July 1, 2025, all companies operating in Vietnam must complete the Incorporation Corporate e-ID Transition, as existing corporate accounts on the National Public Service Portal will no longer be valid.

This marks a major step in Vietnam’s administrative digitalization effort, requiring every business — including foreign-invested enterprises, representative offices, and branches — to register a corporate electronic identification (e-ID) account.

The incorporation corporate e-ID transition stems from Decree No. 69/2024/NĐ-CP on Electronic Identification and Authentication, issued on June 25, 2024, by the Vietnamese Government.

The decree came into effect on July 1, 2024, and provides one year for all entities to prepare for the full incorporation corporate e-ID transition. After June 30, 2025, only e-ID verified organizations can submit online applications or handle official procedures through the government’s electronic systems.

The Ministry of Public Security (MPS) manages and issues corporate e-ID accounts via the VNeID mobile application and provincial-level public security offices.

The Incorporation Corporate e-ID Transition refers to the national process of replacing existing business portal accounts with secure, authenticated digital identities (corporate e-IDs).

A corporate e-ID account contains verified information about an organization, allowing it to be uniquely identified in the digital environment when carrying out legal, tax, or administrative procedures.

Once the incorporation corporate e-ID transition is completed, enterprises can:

  • Log in and perform all administrative procedures online;

  • Verify and sign digital documents with full legal validity;

  • Connect their identity with other national databases (tax, customs, insurance, licensing).

The corporate e-ID serves as the official digital identity of the company, managed by its legal representative or authorized delegate.


3. e-ID Account Types and Transition Requirements


Under the incorporation corporate e-ID transition framework, Vietnam defines three main types of digital identification accounts:

To complete the incorporation corporate e-ID transition, a company’s legal representative must hold a Level 2 e-ID account before applying for the corporate e-ID.


4. Step-by-Step Process for Incorporation Corporate e-ID Transition


Step 1: Prepare Documents

  • Application Form TK02 under Decree No. 69/2024/NĐ-CP;

  • Company details (name, address, tax code, date of establishment);

  • Legal representative’s verified information and Level 2 e-ID;

  • Registered phone number and email address.


Step 2: Submit the Application

  • Option 1: Submit online via the VNeID mobile application (recommended).

  • Option 2: Submit in person at the Department of Electronic Identification and Authentication or local provincial police.


Step 3: Verification and Approval

Authorities verify corporate data through national databases on business registration and taxation.

  • If data is verified automatically: approval within 3 working days.

  • If manual verification is needed: up to 15 working days.


Step 4: Activate Your Corporate e-ID

Once approved, companies must activate their e-ID account within 7 days. If activation is delayed, the enterprise must contact the relevant identity authority for reactivation.


5. Impact on Foreign-Invested Companies During the e-ID Transition


The incorporation corporate e-ID transition significantly affects foreign-invested enterprises, especially those whose legal representatives are foreign nationals living outside Vietnam.
