According to Official Guidelines from the Ministry of Finance

Pursuant to Official Dispatch No. 4370/BTC-DNTN, in the event of administrative boundary changes (such as the merging of districts, wards, or communes), businesses are not required to update their registered business address. Specifically:

  1. Enterprises may continue using their existing Business Registration Certificate.

  2. There is no obligation to update the registered address if the actual business location remains unchanged.

  3. Business registration authorities are not permitted to request address changes solely due to administrative restructuring.

  4. Companies are only required to update their address upon request, or when amending other business information such as charter capital or business lines.
