How to Change a Company’s Legal Representative on VNeID in Vietnam

When a company appoints a new legal representative, its VNeID organisational account may still show the previous person. Start with the company’s business registration record. Once the new representative appears in the National Enterprise Registration Database, check the organisational account and submit a change request in VNeID if the displayed information remains outdated.
Updating VNeID is a separate task from registering the company’s change of legal representative. The Ministry of Public Security has confirmed that the new representative’s information must first be updated in the national business registration database.
What Should the Company Update First?
Record | What the company needs to do |
Company registration | Approve the appointment and register the change with the competent business registration authority. The documents depend on the company’s structure and the decision being made. |
National Enterprise Registration Database | Confirm that the new representative’s details have been updated. This is the record the Ministry of Public Security identifies as the prerequisite for changing the representative on the electronic identification account. |
VNeID organisational account | Check the representative shown in the account. If it still displays the former representative, use the available change request function and track the result. |
For limited liability companies and joint stock companies, Article 43 of Decree 168/2025/ND-CP sets out the registration procedure and core documents. The broader enterprise registration rules were also amended by Decree 296/2026/ND-CP, so check the current filing requirements when preparing the application.
Do not wait for the VNeID update before addressing the business registration filing. Under the Enterprise Law, a company is generally responsible for registering a change to its Enterprise Registration Certificate within 10 days of the change.
What Should You Check Before Opening VNeID?
Have the following information ready:
The company’s registered name and enterprise code.
The updated business registration record showing the new legal representative.
The new representative’s name and identification details as recorded for the company.
Access to the company’s VNeID organisational account through a user with the appropriate permissions.
The personal VNeID account and authentication method needed by the person submitting the request.
Compare names and identification numbers before entering them in the app. If the company’s registration record is still being processed, resolve that step first. If the new details are already registered but VNeID shows the old representative, check whether an update is pending before sending another request.
How to Change Legal Representative on VNeID: Step-by-Step
The following steps follow the published guidance from Thanh Hoa Provincial Police. Menu names and access permissions should be checked against the current version of the app.

Step 1: Select the Company’s Organisational Account
Sign in to VNeID. From “Đổi tài khoản” (Switch account), select the organisation whose representative information needs to be changed.
Step 2: Open the Representative Change Function
On the organisation’s home screen, select the option to request a change of its head or legal representative. The Vietnamese label in the published guide is “Yêu cầu thay đổi người đứng đầu/người đại diện theo pháp luật.”
Step 3: Enter the New Representative’s Information
Choose “Đăng ký người đại diện mới” (Register new representative). Enter the requested details, compare them with the updated company record, and complete the confirmation shown in the app. Review the information before submitting the request.
Step 4: Authenticate and Submit
Confirm the request using the authentication method offered for the account, such as a passcode or an enabled biometric method. A message saying the request was created confirms submission; check its subsequent status before treating the account information as updated.
Step 5: Check the Request History
The police guide shows a request history where users can search by status and date and open a request to view its details. Keep a record of the submission and check that the organisation’s displayed representative information reflects the registered change.
What If the Former Representative Has Left Vietnam?
A company may lose contact with its former representative after that person returns overseas. It may also no longer have access to the phone number previously used for the account. That does not, by itself, make the former representative’s presence or phone number a prerequisite for updating the electronic identification account.
In a published response to an electronics company, the Ministry of Public Security addressed this situation directly. It said the new representative’s information needed to be updated in the National Enterprise Registration Database and confirmed that the update did not depend on the former representative remaining in Vietnam or retaining their old phone number.
What to check earlier: When planning the appointment, identify who will retain authorised access to the organisational account and confirm how the company will manage the change in its registration records. If no authorised user can reach the VNeID function, seek guidance through the official identification system instead of trying to use the former representative’s credentials.
What If the New Representative Is a Foreigner?
A foreign legal representative may need a personal electronic identification account to take part in the company’s digital procedures. Since 28 September 2026, Decree 320/2026/ND-CP has allowed foreigners who legally enter or reside in Vietnam to request an electronic identification account. Foreign accounts are no longer divided into Level 1 and Level 2.
Older VNeID screen guides may still refer to a “Level 2” personal account. Do not apply that older label to a foreign representative under the current rule. Check the person’s account status, the company’s organisational access and the options actually available in the app. VINEX explains the current personal account rules in its VNeID guide for foreigners.
What Common Problems Should You Check?
Problem | First check |
The new representative is missing from the company registration data. | Complete or verify the business registration update before attempting to resolve the VNeID record. |
The user cannot see the organisation or change function. | Check account access and permissions. Seek official assistance if no authorised user can reach the account. |
The name or identification details do not match. | Compare the updated company record with the representative’s identity information before submitting another request. |
The request was submitted but the old name remains visible. | Review the request history and its status. Keep the submission details for any follow-up. |
After the VNeID information is correct, review related access held by the former representative, including bank permissions, digital signatures and accounts used for company filings. VINEX’s guide to VNeID account linking explains why personal identity, organisational identity and access to other digital services need to be checked separately.

Frequently Asked Questions
Does changing the representative on VNeID update the Enterprise Registration Certificate?
No. The company must handle its business registration change through the applicable procedure. The Ministry of Public Security’s guidance places the updated national business registration record before the change to the electronic identification account.
Must the former representative remain in Vietnam to approve the VNeID change?
The Ministry of Public Security has said the electronic identification update does not depend on the former representative remaining in Vietnam or continuing to use their previous phone number. The company should still confirm that the new representative’s information is in the National Enterprise Registration Database and that it has a workable route to access the organisational account.
Is a foreign representative required to have a “Level 2” VNeID account?
The current rule no longer divides foreign electronic identification accounts into Level 1 and Level 2. Check the foreign representative’s account and the permissions needed for the company’s specific VNeID task.
