Consular Legalization in Vietnam: Documents and Steps

Foreign documents may need consular legalization for use in Vietnam. First, check for an exemption or the Apostille route. An Apostille can replace the consular step for eligible public documents. This route applies only where the Convention is in force between Vietnam and the issuing country.



What Is Consular Legalization in Vietnam?

Consular legalization in Vietnam is an official check of the seals, signatures and official titles on foreign documents. A competent Vietnamese authority performs this check. It does not confirm that every statement in the document is true or guarantee approval of your application. The office reviewing your company or work permit file will still assess its contents.

How Is It Different from Notarization, an Apostille and Translation?

Notarization

is a formal check by a notary. It may involve witnessing a signature or certifying a copy, depending on local law. This step alone may not be enough for use abroad.

An Apostille

is a certificate that confirms the origin of an eligible public document. It replaces consular legalization when the Apostille Convention applies between the two countries.

Certified translation

is a translation that meets the receiving office’s formal requirements. It does not replace the checks on the source document. You may need more than one of these services. For example, a private document may first need a notary’s certificate. An Apostille can then cover that certificate.

Do Your Documents Need Consular Legalization?

Check the issuing country, document type and intended use. A degree and a company record may need different steps, even when they come from the same country. Start with these questions:

  • Does a treaty or Vietnamese rule exempt the document from legalization?

  • Does the Apostille Convention apply between the issuing country and Vietnam?

  • Is this type of document within the Convention’s scope?

  • Does the receiving office need an original or a certified copy?

  • Does the file need a Vietnamese translation?

The Apostille Convention took effect for Vietnam on 11 September 2026. Check whether it applies between Vietnam and the issuing country. An objection to Vietnam’s accession can prevent it from applying between the two countries.

Where the Convention applies, a valid Apostille removes the need for further consular legalization. It does not remove other filing requirements, such as a required translation.


Which Documents Should You Check?

Documents for Company Formation

A foreign company investing in Vietnam may need to prove that it exists and show who can act on its behalf. Depending on the filing, relevant records may include:

  • A certificate of incorporation or equivalent company record.

  • The company constitution.

  • A board resolution.

  • A power of attorney.

  • Records appointing an authorized representative.

Documents for a Work Permit

The records you need depend on the role and the basis for working in Vietnam. Foreign-issued documents to check may include:

  • Degrees or professional certificates.

  • Letters proving work experience.

  • Criminal record certificates.

  • Documents supporting an overseas assignment or another working arrangement.

Check what each document says before arranging stamps and translations. A work experience letter may need to describe the person’s role and dates of employment. An Apostille or legalization stamp does not prove that a worker meets the job’s education or experience rules. Those requirements need a separate review. How Does the Process Work?

Step 1: Confirm the Filing Requirements

Ask the receiving office which records it needs. Check the required format, language, number of copies and rules on the issue date. For company setup, review investment and enterprise registration requirements separately. The two filings may need different records.

Step 2: Obtain the Right Version

Get the original, certified copy or official extract required for the filing. A plain photocopy may not qualify. Check all names, dates, passport details and company numbers. Resolve errors before you pay for the next stage.

Step 3: Complete the Required Official Checks

For eligible documents, apply for an Apostille through the designated body in the issuing country. If consular legalization applies, a competent authority in that country may need to certify the document first. The relevant Vietnamese embassy or consulate then completes its part.

Some documents may follow a route through a foreign mission in Vietnam and Vietnam’s Ministry of Foreign Affairs. Confirm that this route is available for your document before submitting it.

Step 4: Prepare the Vietnamese Translation

Foreign public documents with an Apostille generally need a notarized or certified Vietnamese translation. A specific legal rule may provide an exception. Check which pages, stamps and attached certificates need translation. Make sure the translated names and numbers match the source records.

Step 5: Review the Whole File

Check the source document, attached certificates and translation together. Keep required attachments intact. Make sure the records support the facts stated in your application. A complete set of stamps cannot fix missing evidence.


How Do You Prepare Singapore-Issued Documents?

The Singapore Academy of Law, known as SAL, issues Apostilles for eligible Singapore documents. This route applies to eligible Singapore public documents for use in Vietnam. SAL can process government documents that it can verify. Private documents that need legalization must first go through a Singapore notary.

For digital records, check the file or printout format SAL accepts. A printed copy may not have the same status as the original digital record. Check each document’s issuing country separately. A degree issued elsewhere does not become a Singapore document because its holder lives there.

Illustrative example: A Singapore company plans to set up a business in Vietnam. It first confirms which company records the Vietnam filing requires. It then checks the SAL steps for each record, obtains the required Apostille and arranges the Vietnamese translation.

For timing, allow for each stage: obtaining records, notary appointments, official checks, translation and delivery. Extra checks can cause delays. An office’s stated processing time covers its own stage. It does not tell you when the whole company or work permit file will be ready.

Singapore company record for Vietnam incorporation. A Singapore company preparing to establish a subsidiary in Vietnam is asked to provide proof of its registration. Its team has an ordinary printout of an ACRA Business Certificate and plans to follow an old checklist requiring consular legalization. For an eligible Singapore public document, an Apostille from the Singapore Academy of Law can replace that consular step. If the company chooses an e-Apostille, it needs the ACRA certificate in the required Open Attestation format and should first confirm that the Vietnamese receiving office accepts a digital Apostille. It can then arrange the document version and Vietnamese translation required for its filing. By checking the exact record, its format and the receiving office’s requirements before paying for certification, the company can avoid repeating the document work.

Frequently Asked Questions

Can Someone Submit Documents for Me?

For Vietnam’s consular legalization procedure, a person may submit another person’s documents without a power of attorney. Separate rules may apply to the company registration or work permit filing. SAL also permits a representative to submit suitable documents. You may need to attend if SAL must verify records through your personal account.

This depends on each receiving office’s rules. One office may keep the original, while another may accept a certified copy. Confirm the format and number of copies you need.

Legalization does not extend a document’s own validity. Check its expiry date and whether the filing requires a recently issued record.

Ask the receiving office what proof it accepts. You may need a corrected record or evidence of a name change. A legalization stamp does not resolve the difference.
